Net-Zero Statistics Sprint

Achieving net zero greenhouse gas (GHG) emissions is a critical goal for governments, businesses, and organizations seeking to mitigate climate change. Measuring progress toward net zero involves tracking and reducing direct and indirect emissions. Effective measurement includes setting science-based targets, regularly reporting emissions data, and using recognized standards such as the Greenhouse Gas Protocol. Accurate measurement is essential not only for transparency and accountability but also for identifying key areas for emission reductions and ensuring alignment with global climate goals like those set out in the Paris Agreement.

The webinar will open with an overview of the Storybook, a high-level document that will focus on existing frameworks and indicators for measuring net zero progress coupled with case studies from various countries around the world. Some of these country experiences will also be presented at the webinar, giving participants the opportunity to learn and to comment on the content of the Storybook.

Session 2 – Global Set of Climate Change Statistics and Indicators

The Global Set was adopted at the fifty-third session of the United Nations Statistical Commission in March 2022 as the framework for climate change statistics and indicators to be used by countries when preparing their own sets of climate change statistics and indicators according to their individual concerns, priorities and resources.

  1. 7:15 am – 7:35 am The Role of the Global Set of Climate Change Statistics and Indicators in Helping Countries Measure and Monitor Progress Toward Net-Zero

    This presentation will demonstrate why the Global Set, endorsed by the UN Statistical Commission in 2022 and cognizant of a raft of existing related frameworks, is an invaluable resource to a country’s NSO and national statistical system in measuring and monitoring progress toward Net-Zero. At a technical level, 12 indicators which address GHG emissions and removals will be shown.

Session 3 – Why Measurement Matters and How Nations Act

Session 4 will showcase country examples of work that addresses challenges related to defining net zero, the role of the NSO in measuring net zero, and identifying relevant indicators and data. Presenters will share innovative methods and techniques and their experiences to date in the development of net zero measurement.

    This presentation will provide a high-level overview of Canada’s approach to reporting its progress towards its climate objectives.

  2. 8:15 am – 8:35 am Measuring Emissions in Indonesia

    This presentation will provide an overview of key programs and strategies behind Indonesia’s commitment to climate change, as well as strategies for measuring emissions. A link will also be made with the compilation of SEEA accounts in Indonesia as well as the issues and challenges faced and the way forward.

  3. 8:35 am – 8:55 am Beyond GDP: Advancing Environmental-Economic Accounting in Colombia

    The presentation will showcase Colombia’s progress in Environmental-Economic Accounting (EEA), led by DANE, highlighting how the country is integrating environmental and economic data to inform public policy. It will cover key developments under the SEEA Central Framework and Ecosystem Accounting, including experimental results on ecosystem extent and it will also highlight thematic accounts on the Bioeconomy and Circular Economy, and stress the role of inter-institutional collaboration and alignment with global initiatives like the SDGs in advancing EEA implementation.

Session 4 – The Storybook Narrative

This session will cover the proposed content for the Storybook, a document that the Network is developing to identify relevant net zero frameworks and indicators, data sources and innovative techniques to enable international comparisons and country-specific data, statistics and insights; and outline what National Statistical Offices (NSOs) can do to keep pace with the net zero agenda.

At the core, measuring progress toward net zero involves tracking direct and indirect emissions. Effective emissions measurement includes setting science-based targets, regularly reporting emissions data, and using recognized standards such as the Greenhouse Gas Protocol. More broadly, Net Zero also requires measurement of emissions absorption and wider economic, environmental and society impacts. Accurate measurement is essential not only for transparency and accountability but also for identifying key areas for emission reductions and ensuring alignment with global climate goals like those set out in the Paris Agreement. Many relevant frameworks and indicators are already available, and numerous countries have initiatives in place. Bringing this together into a Net Zero Storybook is one of the objectives of this webinar.

This is the second Net Zero webinar. The first Net Zero webinar (ADD LINK) introduced the development of a Net Zero storybook along with 3 country presentations. The second webinar will provide an update on the development of the Net Zero storybook and presentations from Suriname, the United Kingdom and the International Monetary Fund.

Session 2 – Mastering Net Zero Measurement: Frameworks, Key Indicators and Challenges

Session two will showcase country examples of working towards their Net Zero objectives, as well as their efforts in tracking progress by developing adequate indicators.

  2. 7:35 am – 7:55 am Progress monitoring at the UK Climate Change Committee

    The Climate Change Committee (CCC) is the UK’s independent body responsible for advising Government on the pathway to Net Zero and reporting to Parliament on progress towards delivering this. This presentation will describe the approach that the CCC takes to monitoring progress across three dimensions – assessing changes in the latest emissions data, developing and tracking indicators of delivery progress, and assessing the credibility of the Government’s policies and plans.

Session 4 – The Storybook Narrative

Following the Storybook proposal presented at the First Net Zero webinar, an advanced draft version of the Net Zero Storybook will be presented. The format of the Storybook aims for easy engagement via a slidedeck. To avoid duplication it will provide accessible links to what is already available. It will also include links to country stories presented in the Net Zero webinars. Participants will be asked to provide their comments and ideas for input into finalizing the Storybook.
