Large Cases Units: Concept Note

Organization and format

The sprint series will be hosted by the secretariat of the Network. The sessions will be open to both UNNES internal and external participants, including NSIs, international organizations, academia, and other stakeholders.

Stefano Menghinello (Director of the Department for Economic, Environmental and National Accounts Statistics in ISTAT-Italy) and Sixto Muriel de la Riva (Director of the Large Cases Unit Division in INE-Spain) will chair the sessions.

Each seminar will last approximately 3 hours and will feature 6-7 speakers, including representatives from national statistical offices, international organizations, multinational enterprises, fiscal authorities, and central banks. A flexible agenda design is considered, allowing for interactive discussions and adaptation to emerging priorities.

Webinar 1 (16 June):

An end-to-end walk-through of the data journey for a global economy

This session will introduce the topic with a business case approach: the global reach of MNEs and the national scope of NSIs naturally generate a coordination problem inside and across NSIs. This can lead to major failure in statistical production and loss of reputation of NSIs as national statistical authorities. There is also a need to increase the knowledge on the impact of MNEs across domains inside NSIs, better organize the data flows, How LCU can fill this gap?

This section will provide a comprehensive overview of the full data journey, from data needs to integration into macroeconomic statistics.

It will begin with a policy perspective, highlighting why detailed and accurate data on large enterprises is essential for informed decision-making.

An enterprise perspective will be included, focusing on the types of data multinational enterprises possess and how these data can be effectively collected by NSIs.

The session will also demonstrate how enterprise-level data are linked across short-term and structural statistics and integrated into national accounts.

Webinar 2 (8 September):

Leading examples, tools, and approaches of LCUs

This session will explore tools, methodologies, and institutional approaches used in the implementation of LCUs in practice.

It will include presentations on different models and country experiences, as well as international perspectives on business registers and unique identifiers.

Specific topics will include co-ordination efforts such as EU guidelines on LCUs and broader data infrastructure challenges.

The session will also reflect on the need for global training initiatives and capacity building, particularly for developing countries.

Webinar 3 (17 November):

The pivotal role of Large Case units with respect to key globalisation issues across statistical domains

This session will address strategic and forward-looking questions related to the challenge of globalization and the role of LCUs.

Topics will include factoryless production, merchanting, processing, IPPs and other global arrangements, reshoring, complex ownership structures such as golden shares, sensitive industries and measuring impacts beyond traditional economic indicators. Emerging issues will also be covered.

Discussions will explore how to build a global infrastructure of LCUs and improve international coordination and data sharing.
